I reckon they don't have any cash left for Sancho either to buy him outright.
They've agreed a deal for Toney as well. Apparently they can only sign one foreign player.
I think they've not agreed a deal with Oshimen so they'll sign toney only if Oshimen does not end up agreeing on a contract.
The cynic in me would say, that when you are club owned by the state/government, its easy to bend "rules" as and when needed.

In a loan with obligation to buy, is there any way the obligation wouldn't be met? For eg what if Chelsea were hit with a transfer ban? Will we be stuck with Sancho after the loan period?
